Mitchelton is a suburb of whole roofs owned by the people living under them. At the 2021 Census, 77.8% of occupied private dwellings were separate houses, against 19.0% flats and 3.2% townhouses. Just over a third of households, 36.4%, own with a mortgage, and median household income is $2,228 a week. There is no body corporate to convince and no shared scope to argue over: one owner, one roof, one decision.
What makes an older Mitchelton roof different is that the decision can stop being purely a roofing one. Brisbane City Plan's traditional building character overlay covers buildings substantially constructed in 1946 or earlier, with further criteria again for federation-era fabric predating 1911. The trigger is anchored, literally, at the roof: building work involving demolition of components of a 1946-or-earlier building forward of the highest and rearmost point of the roof, or any component at all if the house is on a corner lot, requires a development application. The ridge is the reference line.
Where an application is needed, what Brisbane City Council assesses is material and form. The benchmarks look for roof materials similar to those on 1946-or-earlier houses nearby in the street, and roof forms of pyramids, hips or gables of similar pitch and proportion. Those provisions bite on what the roof is made of and what shape it is. We searched the character overlay codes for a roof colour provision and did not find one. That is not the same as a promise that a repaint never needs approval: whether any particular job is assessable also turns on the address, the overlay sub-category and the scope of work.
The provision worth knowing is the positive one. City Plan expressly lists demolition of a post-1946 alteration to reveal the original design, or reconstruction with the original form and materials including roof material, among work that can proceed as exempt development in that overlay. An owner putting a traditional profile back is in different territory from one swapping tile for sheet metal on a street-visible elevation.
Coverage is drawn parcel by parcel, so two houses in the same Mitchelton street can sit under different rules. If the house might be pre-1946, look the address up on Brisbane City Plan online and put the scope to Council before committing to a change of material or form.
