Where a lender holds security over a property, or a landlord is the one deciding, there is somebody outside the household whose questions eventually have to be answered: what is being done to the roof, and when. That outside pressure starts the clock, because the work gets raised when someone else raises it, and it draws the boundaries, because whoever has to be satisfied wants to know exactly what they are accepting. In most Twin Waters households neither of those parties exists. Nothing external will prompt this job, nothing external will define it, and nothing external will ask at the end whether what happened matched what was agreed. The owner supplies all three, or nobody does.
The figures behind that are worth reading once, and reading narrowly. At the 2021 Census, 51.9% of occupied private dwellings in Twin Waters were owned outright, against 29.1% across Queensland, and 11.0% were rented, against 33.1%. Take those as a description of who is in the chain and as nothing else. They say that for most households here the roof decision has one party to it rather than three. They say nothing about the state of any roof and nothing about anybody's circumstances.
Which is what puts an ordinary document at the centre of this job. A scope that is not written down exists only as whatever each side remembers of a conversation in the driveway, and here nobody further along the chain will later insist on seeing it set out properly - so the insisting falls to the one person who benefits from it. The business publishes that its quote is written and emailed, with an itemised price and a transparent breakdown of costs, obligation-free, and fixed for the agreed scope, so a higher figure arises only if the owner chooses to add work. Read that as your own definition of the job rather than as paperwork. A written contract is where the scope of a restoration gets pinned down once the job is real, and Queensland sets requirements for what one has to contain - which matters to you plainly: what is not written into it is not in the job.
